Salary Range: $3,557 - $4,950 per month

Contract Term Length: 12 Months

Standard Hours: 37.5 per week

Job Summary

The Budget Manager is responsible for the colleges budgeting functions with respect to KCTCS business procedures. The position provides guidance and leadership relative to maintaining accurate and timely budgeting processes as they relate to state and federal laws. The position will employ analytical processes to realign resources to increase access, enhance success for an effective and sustainable college. This position is supervised by the Associate Dean of Business Affairs.

Job Duties:

  • Plans and implements college full time personnel budgets. Charges with budget calculation of the cost of faculty promotions, position reclassifications, personnel changes, annual increases and benefit rate changes. Establishes annual personnel budgets for part-time/temporary personnel, faculty overloads, and adjunct faculty members.
  • Oversees and analyzes position vacancy credits and salary budgets for new hires. Provides accurate and vital salary saving amounts to Budget Director and VP of Finance.
  • Prepares Payroll Journal Entries to maintain the integrity of payroll budgets.
  • Coordinates with college Grant Principal Investigators (PIs) with initial budget development, budget revisions, and personnel encumbrances.
  • Assists with the implementation and monitoring of the budget for all fund groups.
  • Assists with the development, implementation, and maintenance of college operating budgets for financial and human resources systems.
  • Runs reports, researches issues, and analyzes college budget data.
  • Monitors the expenditures of the annual budget in conjunction with the recurring budget.
  • Processes budget adjustments and ensures charges posted correctly.
  • Disseminates payroll budget reports, Financial Budget Summary and Budget Authority Report.
  • Works with System Office Budget Operations manager and Financial Analysis Manager to ensure college is adhering to current payroll Policies and Procedures.
  • Provides technical support to college office managers, deans, and division chairs for budget inquiries.
  • Performs assignments for the college budget director and the vice president for finance and operations as required.
  • Analyzes college budget data, research transactions/journals, and runs budget and payroll reports.
  • Disseminates monthly payroll budget reports and biweekly budget summary reports.
  • Provides technical support to budgetary owners and office managers for budget inquiries.
  • Updates Budget website and related information.
  • Performs other assignments for the college Budget Director and the Vice President for Finance & Operations as required.
  • Minimum Qualifications:

    • Bachelor's degree (Accounting, Finance, Business Administration, or related field) and two years related experience, or equivalent. 

    Preferred Qualifications:

    • Four years of related experience preferred.
    • Significant accounting experience in a post-secondary educational setting preferred.
    • Extensive technical knowledge and skill in PeopleSoft and other related software programs.
    • High level of professional judgment, accounting skill, analytical skill, attention to detail, organization, and flexibility.
    • Commitment to the mission of a comprehensive community and technical college and to personalized business services.
    • Demonstrated ability to work collaboratively with others.
    • Excellent interpersonal, teamwork, and communication skills (written & oral).
    • Understanding of legal and audit constraints in the practice of accounting and business services.
    • Personal and professional ethics.
