Job Summary

The Capital Project Specialist (Facilities Project Manager) works with college administration to identify campus maintenance needs, reports these needs to Facilities Support Services leadership to address those needs and administers efforts to correct deficiencies when assigned. Works with colleges, state and local agencies, and private-sector consultants in the scoping, planning, and construction of minor and moderate capital projects. Also oversees and executes Job Order Contracting projects when they arise. Provides technical assistance to various Facilities Support Services staff and colleges representatives on facility matters.

This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.

KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time.

Job Duties:

Works with college personnel to determine minor and moderate maintenance needs, assists with determination of funding requirements, determines prioritization of maintenance projects based on various factors including urgency of repair and available funding. Assists the college with initiating the work and monitors approved projects through completion. Performs audits on site after reviewing closeouts to verify work was performed per required procedures.

Assists college personnel in developing scope of work for small projects that will utilize the Job Order Contracting procurement method to accomplish construction services. When necessary serves as project coordinator in working with design professionals to complete the design services necessary for this procurement.

Develops and maintains project documentation. Assists in development of proposed plans and drawings. Maintains up to date project information on college buildings and infrastructure and assists KCTCS Facilities with the maintenance of the electronic database of college facility and equipment records.

Assists Capital Project Mangers with moderate to major capital projects by providing programming information gathering during design and performing assigned construction observation duties during construction. During these projects, assists the college representative in fulfilling their design phase and construction phase assignments to facilitate the process.

When assigned, serves as a project coordinator under the direction of the Capital Project Manager, to manage limited scope projects (i.e. mechanical, electrical, plumbing, architectural projects, roof repair and replacement projects; parking lot construction or renovation; minor building renovations; restroom renovations and upgrades; exterior repairs and restorations; minor structural modifications to repair a structural defect; demolition of existing buildings; minor building code compliance updates that are limited in nature; and small scale fit-ups of existing buildings.).

Works with college representatives to assess furnishings and equipment needs for capital projects and assists the Capital Project Manager and Space Utilization Specialist in recommending, specifying, and purchasing furnishings and equipment.

Represents Facilities Support Services at pre-bid conferences or pre-bid site visits to ensure that bid procurement protocols are complied with by all participants. Reports on these conferences and site visits to the Contracting Officer.

Represents Facilities Support Services at pre-proposal conferences to ensure that the proposal procurement protocols are complied with by all participants. Reports on these conferences to the Contracting Officer.

Assists the BAS Manager in monitoring and administering the Mechanical Maintenance Contract including monthly status meetings with the college and vendor and quarterly status meetings with the college, vendor, and BAS Manager.

Verifies specific compliance when necessary as a follow up to previously identified issues related to the mechanical maintenance contract.

Meets with college representatives and personnel concerning questions or concerns about project design phases, bidding, or construction activity. Relays significant concerns to the Capital Project Manager or Director of Design and Construction for review and resolutions.

Meets with college representatives concerning the 6-year planning and biennial budget process and provide explanation of the current status of the process. Relays significant concerns to the Capital Project Manager or Director of Design and Construction for review and resolutions.

Minimum Qualifications:

Associate's Degree in Architecture; Engineering; Construction Management; Construction Technology; Business, or related field and four (4) years of relevant experience or equivalent.

Substitute EDUCATION for EXPERIENCE: Bachelor of Architecture or Engineering will substitute for three years of experience. Bachelor of Construction Management or Construction Technology will substitute for two years of experience. Certification as an Engineer-In-Training (EIT) that is recognized by the Kentucky Board of Engineers and Land Surveyors will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Six years of engineering and/or construction related experience will substitute for the required bachelor's degree 

Preferred Qualifications:

Bachelor's Degree in Architecture; Engineering; Construction Management; Construction Technology; Business, or related field and six (6) years of relevant experience or equivalent.
