Job Summary
As a project manager in Sponsored Projects Development and Administration (SPDA), this position would continue with the role of liaison between the colleges; SPDA; various cabinet areas of the system office with responsibilities for grants accounting, management, reporting, and compliance; and state and federal partners. The role has primary responsibility for leading development, coordination, and administration of systemwide Perkins grant applications, proposals, and contracts. The role will help coordinate Perkins-related activities among system office stakeholder groups, including working with the Office of Research and Policy Analysis (ORPA). This role will monitor, track, and coordinate programmatic compliance reporting for all grants and contracts in SPDA to ensure all parties are complying with grant requirements, timelines, and contract obligations. The role will also support the sponsored projects peer team.
Positions with the KCTCS System Office located in Versailles, KY are term-contract positions, with the expectancy of continuance based on performance.
KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time
Job Duties:
Perkins Lead: Serve as lead system office contact for Perkins Basic questions from the college coordinators; serve as liaison between KDE’s Office of Career and Technical Education and KCTCS, as well as liaison between various offices within KCTCS; submit budget revisions to OCTE on behalf of the colleges; review annual college applications; and ensure Perkins relevant information is timely distributed to the appropriate stakeholders.
Sponsored Projects Compliance Reporting, Research and Analysis: Research, condense, and dispense information necessary for compliance with grants, contracts, and Sponsored Project Administration; ensure programmatic reporting and compliance required by individual grants and contracts are met; coordinate with SPDA, the Office of General Counsel, the Office of Research and Policy Analysis and other KCTCS cabinet areas.
Project Manager: Serve as project manager on system office grants; ensure all meetings related to the grant are scheduled and attended; provide status reports to appropriate stakeholders; ensure the principal investigator is making progress toward grant objectives; ensure grant funds are being spent timely and in accordance with budget.
Sponsored Projects Professional Development: Seek out and disseminate professional development opportunities and resources for the Sponsored Projects peer team and grant staff at the colleges and system office. Plan, direct and conduct training activities around grant development and grant management.
SharePoint Contact: Serve as main contact for the Sponsored Projects and Perkins group SharePoint and Teams sites. Create, maintain, catalog, and update content on the SharePoint and Teams sites associated with any grants, whether newly or previously established. Perform other duties as assigned.
Minimum Qualifications:
Bachelor's Degree and four (4) years of relevant experience or equivalent.
Preferred Qualifications:
Master's Degree and six (6) years of relevant experience or equivalent
Additional Skills Requested:
Works with sponsored projects accounting to monitor grant budgets to ensure they are being spent in accordance with grant requirements, timelines and programmatic objectives. Does not directly oversee any budgets. Assists colleges with their Perkins budgets and ensures programmatic compliance is aligned with budget reporting on other grants. These duties require detailed understanding of complex grant/contract budgets and the knowledge and experience for making decisions about grant expenditure allowable according to Federal and state government regulations. The position also requires an ability to communicate effectively and professional with internal colleagues and external stakeholders.
