Job Summary
Provides system-wide leadership and coordination for KCTCS physical safety, security, emergency management, and Clery Act compliance programs. Responsible for developing and implementing strategies that enhance campus safety, support emergency preparedness and response, coordinate crime reporting and emergency notifications, ensure compliance with federal safety and security requirements, and strengthen the institution's ability to prevent, respond to, and recover from emergencies and critical incidents.
Positions with the KCTCS System Office located in Versailles, KY are term-contract positions, with the expectancy of continuance based on performance.
KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time
Job Duties:
Crisis Management, Emergency Prepardnes, and Continuity of Operations - Lead the development, implementation, and continuous improvement of KCTCS emergency management and crisis response programs. Coordinate system-wide emergency operations planning, continuity of operations planning (COOP), hazard mitigation planning, training, exercises, and after-action improvement efforts. Facilitate and support Crisis Management Teams (CMT), Emergency Response Teams (ERT), Behavioral Intervention Teams (BIT), Policy Groups, and other emergency governance structures to enhance institutional preparedness, response, recovery, and resilience.
Clery/Minger Act Compliance and Crime Reporting - Coordinate and support system-wide compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. Oversee the preparation of Annual Security Reports (ASRs), Clery geography mapping, timely warnings, emergency notifications, crime data collection, and reporting processes. Provide guidance regarding crime classification, reporting requirements, and collaboration with Title IX, law enforcement, and college personnel to ensure compliance with federal regulations and reporting standards.
Physical Security Systems and Security Technology Coordination - Provide leadership and coordination for security technology initiatives across KCTCS, including security camera, video surveillance, access control, and related physical security projects. Collaborate with colleges, information technology staff, vendors, and other stakeholders to support planning, implementation, enhancement, and effective utilization of security technologies that strengthen campus safety and situational awareness.
Emergency Response Coordination and System-Wide Support - Serve as a central resource for colleges during emergencies, critical incidents, and other disruptive events affecting KCTCS properties. Provide guidance, coordination, communication, and operational support before, during, and after incidents. Facilitate information sharing among colleges, system leadership, public safety agencies, and external partners to support effective incident management and continuity of operations across the institution.
Security Services Contract and Vendor Management - Manage and monitor contracts, agreements, and vendor relationships supporting system-wide safety and security operations, including security guard services, emergency communication systems, and other security-related programs and technologies. Coordinate vendor performance, contract compliance, service delivery, budgeting, and strategic planning to ensure effective and efficient support of KCTCS safety, security, and emergency management objectives.
Minimum Qualifications:
Bachelor's Degree in Business and four (4) years of relevant experience or equivalent.
