Job Summary
The Manager III - Administrative Leadership (Executive Director of Capital Projects Services) position will lead a new division (Capital Project Services) in Administrative Services that elevates the work of the System Office in providing support to the 16 colleges and Fire Commission. This position manages the overall operations of Capital Project procurement services for the Kentucky Community and Technical College System and its colleges and subdivisions; ensures compliance with KCTCS business procedures, Kentucky Model Procurement Code (KRS 45A), and other Kentucky Revised Statutes applicable to Capital Project procurement (including Professional Services of Architect and Engineers); performs complex Capital project related procurement; manages the development, implementation and execution of various Statutes, Regulations, Policies, and Procedures related to Capital Projects and construction.
This position also manages the development of and processing of complex solicitations; selection committee proceedings; Public bid openings; preparing and serves as the primary contact with the Kentucky Legislative Research Commission (LRC) and the Council on Post-Secondary Education (CPE) related to Capital construction procurement; manages the oversight of evaluating proposals and bids; serving as a liaison to the system office leadership and system-wide initiatives with the Capital Project procurement process; leading and training KCTCS personnel on Capital Project procurement; identifying and assessing process improvements; other duties as assigned.
Positions with the KCTCS System Office located in Versailles, KY are term-contract positions, with the expectancy of continuance based on performance.
KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time.
Job Duties:
Manage all procurement services for KCTCS Capital Projects including vendor management, coordination with budget planning, and meeting scheduling. Participates in recruitment activities of KCTCS Office of Facilities and Support Services and fosters working relationships with prospective consultants, vendors and contractors. Develops, implements and management training in Capital Project procurement processes and policies with internal and external customers.
Guide all Capital project contracts and documentation through the established processes for timeliness and thoroughness. Coordinates and recruits college, system office, and procurement team participants in all solicitation efforts including the evaluation and/or selection committees as necessary. Leads procurement teams with development, evaluation, and award of KCTCS Master Agreements, Personal Service Contracts, Construction Contracts, and other Facilities related agreements, including Alternative Delivery Method. Manages, oversees and conducts Public Bid Processes and openings for Capital Project procurement of construction and construction related services. Manges all Capital Project related contracts throughout the contract life including review, negotiation and approval of contract modifications, reviewing supplier performance reports and other performance data leading to contract renewal negotiations.
Enhance or establish processes as required to communicate with institutions in the KCTCS system.
Ensure compliance with all statues and regulations of the Commonwealth of Kentucky, and best practices in the industry. The Executive Director will also provide a high level of customer service to stakeholders, both internal and external. Negotiates and monitors corrective action plans (CAP) for KCTCS Master Agreements.
Manage and develop a team of professionals that will provide the service required to meet the objectives of the team. The position will also advise the Chief Financial Officer and other members of KCTCS leadership regarding strategic direction for the team.
Minimum Qualifications:
Bachelor's Degree and eight (8) years of relevant experience or equivalent.
Preferred Qualifications:
Master's Degree in Business or Capital Construction and twelve (12) years of relevant experience or equivalent.
Additional Skills Requested:
Experience with Governmental procurement related specifically to Capital Projects and major maintenance Projects. Expertise in Capital budgeting and management of Capital Construction Projects.
