Job Summary

The Refugee Vocational Training (RVT) Program Manager oversees the Kentucky Office of Refugee–funded RVT Program, serving as the English Language Learning (ELL) technical expert and primary point of contact for program delivery. This position manages all aspects of the grant, including staff supervision, curriculum development, compliance, and reporting. The Program Manager designs and delivers ELL technical curriculum tailored to support refugees on career pathways, collaborates with the Navigator and Job Developer to monitor participant success and retention, and partners with BCTC Global Learning and Workforce Solutions to create workforce training courses. The Program Manager provides success coaching, facilitates the transition of participants from ELL courses to workforce training, and ensures participants have access to tutoring and ELL support services to promote educational and career success.

This is a grant funded position

Job Duties:

  • Oversees implementation of the RVT Program, ensuring compliance with Office of Refugee Resettlement guidelines and grant requirements.

  • Serves as the ELL technical expert, developing and delivering ELL technical curriculum aligned with career pathways.

  • Supervises RVT Program staff, including the Navigator and Job Developer, and coordinates efforts to meet program goals.

  • Works with BCTC Global Learning and Workforce Solutions to develop and deliver workforce training courses for program participants.

  • Monitors participant success and retention by collaborating with the Navigator and Job Developer, reviewing progress, and addressing barriers.

  • Facilitates the transition of participants from ELL courses to workforce training programs and/or career placement.

  • Provides individual success coaching and referrals to tutoring, academic, and ELL support services.

  • Maintains accurate program records, prepares reports, and ensures timely submission of all grant documentation.

  • Builds and maintains partnerships with internal and external stakeholders to strengthen program outcomes and participant support.

  • Represents the RVT Program at campus, community, and partner meetings and events.

  • Attend Global Learning meetings and events and provide updates on the program’s status, challenges, and accomplishments.

  • Work in collaboration with the Associate Dean of Global Learning to support program outcomes and goals.

  • Stay updated on grant policies and BCTC regulations to ensure program compliance.

  • Other duties as assigned

Minimum Qualifications:

  • Bachelor's degree (Education, Higher Education, Social Work, World Languages, Cultural Studies, or related field).

  • One year of relevant experience.

  • Certificate to teach English as a Second Language

  • Experience working with or overseeing a federal funded grant  

Preferred Qualifications:

  • Master's degree (Master of Arts, Education, Higher Education, Social Work, World Languages, Cultural Studies, English as a Second Language or related field)

  • Must have a valid driver's license.

  • Bilingual in English and French, Arabic, Swahili or other world languages with strong verbal and written communication skills.

  • Willingness to work some non-traditional schedules with some events and outreach programs during the evening and on weekends. Events and programs will be planned with advanced notice.

  • Commitment to the mission of a comprehensive community and technical college and student success.

  • Personal and professional integrity with an emphasis on confidentiality and attention to detail.

  • Must be self-motivated and able to manage multiple projects at once.

  • Must have a strong understanding and knowledge of immigrant educational, social, and economical assets and barriers.
