Job Summary

Provides leadership and supervision for the public safety and security services department to ensure a safe and secure environment for students, employees and visitors and protects and safeguards the property of all campuses of the college. Manages and directs the department's operational, personnel and financial activities of the department. Assures that personnel are well-trained and will develop short and long-term strategic plan with emphasis on standard organizational and operational procedures and practices. Promotes and maintains partnerships with a diverse community with local law enforcement agencies, fire and rescue agencies, public service and community-based organizations and state or federal emergency responders.

Job Duties:

General Administrative

  • Provide leadership to the unit consistent with the mission of the college and the Kentucky Community and Technical College System (KCTCS) and in cooperation with other college administrators.

  • Participate with the president and other college leadership in planning and assessing overall college operations and initiatives.

  • Work with unit staff in developing and assessing the annual unit plans based on the college strategic plan.

  • Support accountability and institutional effectiveness by developing, implementing, and assessing effective procedures that support college operations and foster student success. 

  • Provide leadership for the unit in participating in annual and biennial college-level budgeting.

  • Develop and monitor an annual budget related to the goals and operational needs of the unit.

  • Supervise staff including recommendations on hiring, orientation, coaching, evaluation, and supporting professional development.

  • Participate in college and system organizational development activities including service on college or system committees or involvement in other initiatives as assigned.

  • Participate in professional organizations and professional development.
  • Functional Area

  • Leads, directs and manages the college’s Safety and Security Department at all campuses and ensures effectiveness and conformity with policies and procedures related to system security, student protection and safety, traffic and parking control, customer services and community relations.

  • Reviews policies to ensure compliance with federal and state local regulations, and standard operational procedures.

  • Develops and/or implements emergency and disaster preparedness plans/procedures. Develops and implements comprehensive security and asset protection programs for all campuses. Leads continuing vulnerability assessment for all campuses.

  • Performs personnel management functions in collaboration with the AVP for facilities and operations, vice president of finance and operations and the human resources department, including hiring, termination, performance evaluations, training, and recommendations for personnel actions. Works constantly to improve the skills, abilities, and knowledge of personnel by providing them with training on the compliance and application of rules and regulations, develops a short- and long-term training plan for new and current safety officers.

  • Develops, manages, reviews, and monitors the campus safety and security department budget and participates in college wide budget development.

  • Plans and conducts an ongoing internal assessment, develops a short- and long-term departmental strategic plan with emphasis on safety and security programs, college and community relations, budget management, personnel training, equipment needs, delivery of effective customer services, and other related topics.

  • Establishes partnerships with a diverse community (local law enforcement agencies, universities, and community-based organizations). This includes developing and promoting police and community relations between Bluegrass and external organizations, public service agencies and other external audiences that are integral to the success of the college.

  • Works with federal, state and System Office on completion of required reports, including but not limited to: OSHA reporting, Accident reporting, developing the BCTC annual safety report, Minger and Clery reports.

  • Works with other administrators as needed in targeting special populations or groups needing services that can be provided and aids in establishing eligibility criteria for the respective groups. Serves on the Behavioral Intervention Team.

  • Serves as the spokesperson for the Department and maintains liaison with local, state, and federal criminal justice agencies.

  • Develops and recommends student protection and safety programs that promote and foster sound customer service practices among the students, staying abreast of developments in the field of campus security, crime prevention and emergency preparedness.

  • Identifies creative and effective means of communicating information to students, faculty, staff, visitors, and the public, as appropriate.

  • Provides leadership in Hazardous Waste pickup, removal, and recordkeeping.

  • Other duties as assigned.

Minimum Qualifications:

Bachelor's degree and 1 year experience or equivalent 

Preferred Qualifications:

Bachelor's degree and 2 years experience or equivalent
