Job Summary

Provides administration, planning and evaluation of the Upward Bound project. Responsible for administration of the grant, budget management and ensures that the project complies with federal guidelines. Educational Advisors, Administrative Assistant, and other project staff report to the Upward Bound Director and the Director reports to the Associate Vice President/Dean of Students.

This is a Grant Funded position

Job Duties:

  • Provide leadership to Upward Bound program consistent with the mission of the college and the Kentucky Community and Technical College System (KCTCS) and in cooperation with other college administrators.

  • Coordinate development and implementation of services to participants designed to meet project objectives and the purpose of Upward Bound.

  • Direct recruitment and selection of eligible participants and maintain confidential records.

  • Ensure safety and welfare of students on all Upward Bound trips and activities.

  • Provide academic advisement and coaching to participants to meet student social, emotional, and academic needs.

  • Supervise staff including recommendations on hiring, orientation, coaching, evaluation, and supporting professional development.

  • Responsible for project account monitoring, approval of all expenditures and budget management.

  • Ensure compliance with all U. S. Department of Education regulations.

  • Completes and files the US Department of Education the Annual Performance Report and other reports meeting deadlines established by the Department of Education.

  • Develop and implement appropriate methodology for evaluating the effectiveness of program personnel, program participants and progress toward meeting Upward Bound objectives.

  • Participate in Student Access & Provost Division programs and services.

  • Maintain open communication with participants, parents, school personnel community agencies and civic groups.

  • Participate in college and system organizational development activities including service on college or system committees or involvement in other initiatives as assigned.

  • Comply with college and KCTCS policies and procedures including preparing required reports, plans, proposals, and projections.

  • Participate in activities to gain and increase knowledge related to working with students from disadvantaged backgrounds, college retention, college completion and enhancing services to students.

  • Other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree, minimum and two years related experience or equivalent

Preferred Qualifications:

  • Master’s degree in education, counseling, student personnel services, public administration, or a related field.

  • At least two years’ experience in higher education with focus on student success and retention.

Additional Skills Requested:

  • Knowledge and understanding of the needs of economically challenged.

  • Experience managing, supervising or administering projects similar to Upward Bound or other federal grants.

  • Evidence of strong organizational, leadership and budget management skills.

  • Excellent communication and interpersonal skills.
