Job Summary
Advances systemwide workforce alignment efforts by partnering with education, industry, and government stakeholders to inform in-demand program development in collaboration with leadership across the system. The position works across departments, colleges and external partners to build qualitative feedback infrastructure from the ground up, aggregating employer input on emerging labor market needs. The role provides strategic expertise on workforce trends, employer needs, and labor market demands to inform the development, alignment, and continuous improvement of in-demand programs, including Workforce Pell, that support student success and regional economic growth.
Positions with the KCTCS System Office located in Versailles, KY are term-contract positions, with the expectancy of continuance based on performance.
KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time
Job Duties:
Establish and maintain system for qualitative employer data collection across KCTCS, the Cabinet for Economic Development, the Kentucky Association of Economic Developers and statewide workforce partners. Collaborate with external partners to design governance and reporting standards.
Design infrastructure to capture insights from cross-departmental employer engagement insights including advisory committees, workforce solutions feedback, and input from KCTCS’ workforce partners to identify emerging labor market needs.
Provide strategic support and project management for new in-demand programs aligned to identified and stakeholder validated emerging needs. Provide critical program economics data to support decision making processes. Coordinate employer integration into system level processes including curriculum review and alignment.
Integrate labor market information, qualitative insights and industry research to provide awareness and professional development to colleges. Utilize the external engagement index provide resources for colleges with actionable engagements to meet known gaps. Support additional engagement outreach as requested by colleges.
Act as primary point of contact and KCTCS subject matter expert for new Workforce Pell program development supporting the application and launch processes across colleges.
Minimum Qualifications:
Bachelor's Degree and four (4) years of relevant experience or equivalent.
Preferred Qualifications:
Bachelor's Degree in Economics, Community Development, Education, Communications
Additional Skills Requested:
Understanding of labor market information and economic development are necessary.
